Did you know you can live in Mexico for up to 12 months, enjoy its culture and also work completely legally? Thanks to the Working Holiday Program (PVT) between Mexico and France, this is possible. Since September 1, 2016, young French citizens between 18 and 30 years old have had access to a special visa that combines tourism and paid work in Mexico.

In this article I explain what this visa is, who can apply, the steps to follow once you arrive in Mexico and, very importantly, two key points about working that many people overlook.
What is the PVT visa and who can apply?
The Working Holiday Program (PVT) was created by a bilateral agreement between the governments of Mexico and France. Its goal is to promote youth mobility: young people get to know the culture and way of life of the host country while supplementing their income with legal paid work.
This program can only be used once in a lifetime and lasts a maximum of 12 months, with no extension under this scheme.
To be eligible, the applicant must meet these criteria:
- Be a French citizen living in France
- Be between 18 and 30 years old at the time of application
- Not travel with financial dependents
- Apply individually at the Consular Section of the Embassy of Mexico in France
The visa is valid for 180 days to enter Mexico from its date of issue. Once you are in the country, the procedure continues.
You arrived in Mexico — now get your Temporary Resident Card
Getting the visa at the consulate is only the first step. Once in Mexico, you will have 30 calendar days to go to an office of the National Immigration Institute (INM) and apply for your Temporary Resident Card, valid for 12 months.
This is the document that actually allows you to live legally in Mexico for one year, and to leave and re-enter the country as many times as you need during that period.
⚠️ Warning: If you leave Mexico before getting your resident card, the whole procedure is automatically cancelled and you would have to start from scratch.
I recommend contacting the INM office in the city where you plan to settle beforehand, to check its opening hours and its specific local requirements, since they can vary from state to state.
Working in Mexico with your PVT visa — what nobody tells you
Holding the Temporary Residency Working Holiday Visa does not automatically mean any company can hire you. There are two essential points to consider before looking for a job in Mexico:
First: the Mexican company must be registered with the INM as an employer of foreigners. Not every company in Mexico has this registration. If the company does not have it, it cannot legally hire you under this immigration scheme. Before accepting any job offer, check that the employer is authorized to hire foreign staff.
Second: some INM offices require an additional work permit. This is the case at the INM office in Mérida, Yucatán, and it is a mistake to assume that no office does it.
My recommendation: before signing any employment contract, ask the INM office where you got your resident card directly. Ask explicitly whether you need an additional work permit under the PVT program. This question can save both you and your employer legal problems and penalties.
Also remember that, as a temporary resident under this program, you will be subject to Mexican labor laws and regulations — a protection designed precisely to prevent violations of your labor rights.
Frequently asked questions about the PVT in Mexico
Can I apply for this visa more than once? No. The program can only be used once in a lifetime.
Can I change my consular appointment once it is booked? No. Once the date is assigned, it cannot be moved earlier or changed. Choose the day that suits you best from the start.
What happens if I leave Mexico before getting my resident card? The whole procedure is automatically cancelled. You would have to start from scratch — if you still meet the age requirement.
