Registering a Car in Yucatán as a Foreign Resident: Plates, Change of Ownership and Reemplacamiento

If you live in Mérida and bought a car in Mexico, you need to register it in Yucatán to drive legally. Mérida is famous for its bureaucracy, and the process for a foreign resident has an extra step many people do not know about. I am an immigration lawyer in Mérida, I have accompanied clients at the Secretaría de Seguridad Pública (SSP), and here is how it works.

This guide is for people who bought a vehicle in Mexico and are temporary or permanent residents. It does not cover importing a foreign-plated car.

My live stream: “Bought a Car in Mexico? How to Register It in Yucatán.”

1. Who registers vehicles in Yucatán

In Yucatán, the only institution with authority to register vehicles and issue plates, the sticker and the circulation card is the SSP. The INM and the municipal police do not. All of these procedures are done there.

2. The four most common procedures

  • New vehicle registration: you get plates, sticker and circulation card for a car you bought new from a dealer. The invoice must carry your name as the first owner.
  • Used vehicle registration: for cars coming from another state or previously registered in Yucatán, such as those sold by a used-car dealer.
  • Change of ownership: when you buy a used car from another person. The original invoice must carry the previous owner’s endorsement (endoso) in your name, with their signature.
  • Plate replacement (reemplacamiento): exchanging old plates for the current ones. In 2025 the period ran from June to December, and Yucatán fines people who do not comply. Check the current calendar with the SSP.

Many people confuse a new vehicle with a used one. Choosing the wrong procedure can cost you a whole morning in line, so confirm which one applies first.

3. The extra step for foreign residents

If you are a temporary or permanent resident, the SSP asks for a letter from the National Immigration Institute proving your address in Yucatán. It is mandatory for any foreigner, even when someone else does the procedure for you. Get it before going to the SSP.

Watch your address: if you moved and did not tell the INM, the INM will not issue the letter until you update your address, which needs an appointment and several days. That is why it pays to notify the INM of your change of address on time.

4. Documents usually required

  • Your resident card (a passport alone is not enough).
  • Proof of address in Yucatán, such as an electricity or water bill, together with the INM letter.
  • The original invoice of the vehicle; a copy is not a substitute. If used, with the previous owner’s endorsement.
  • An insurance policy with civil liability coverage.
  • The previous circulation card and plates, for change of ownership and used vehicles. If the owner lost the card, change of ownership allows an alternative with proof of the last procedure; used vehicle registration does not.
  • Proof of payment of fees: paid on the spot when you do the procedure.
  • A notarized power of attorney, if someone else will do it for you.
  • For motorcycles, a motorcycle driver’s license issued in Yucatán.

Always bring original documents and copies. The SSP checks the originals and keeps the copies.

5. How long it takes and how to prepare

Sometimes it is resolved the same day, but you may be asked to return because they verify the invoice and the vehicle’s origin; it can take days or more. My advice is to go in person, with patience, and not to rely on the phone, since they rarely answer. If you do not speak Spanish well or do not want to spend the morning in line, you can give a notarized power of attorney to someone else, but the INM letter is still required.

Also, do not let time pass: change of ownership has a deadline and, if you exceed it, a fine may apply. Do the procedure as soon as you have all your documents.

One more warning: the official website is reliable, but staff sometimes ask for an additional document that does not appear there. Stay calm; it is part of the process in Yucatán.

6. My recommendations

  • Decide whether your car is new, used or a change of ownership.
  • Check that the invoice has the right endorsement before paying the seller.
  • Buy insurance with civil liability before you go.
  • Get the INM letter with your current address.
  • Confirm costs directly with the SSP, because they change.

This content is informational and is based on my experience and the SSP’s official information at the time of publication; requirements and costs may change. If you need to update your address with the INM before the vehicle procedure, I can help.

Frequently asked questions

Does the SSP ask for the INM letter if I am a resident?

Yes. Foreign residents must present an INM letter proving their address in Yucatán, even when someone else does the procedure on their behalf.

Can I register a car with my passport?

If you are a resident, you must present your resident card. A passport alone is not enough.

What is the invoice endorsement?

It is the signed note by the previous owner on the original invoice that transfers the car’s rights and obligations to your name. Without it the SSP may deny the procedure.

Can I send someone to do the procedure for me?

Yes, with a notarized power of attorney. You still need the INM letter.

Need to update your address or immigration status?

In a consultation I explain the INM process so your vehicle procedure is not held up. In Spanish, English or French, 100% online.
